Unless otherwise provided by order, all counsel, parties, and witnesses must appear in person at evidentiary hearings and trials before Judge Kimball.
If the applicable notice of hearing or order setting hearing so provides, counsel and parties in interest may participate by video conference at non-evidentiary hearings before Judge Kimball.
Unless otherwise provided by notice of hearing or order, counsel and parties in interest may participate by video conference in all chapter 13 confirmation hearings and chapter 13 motion calendars and in all scheduling conferences in adversary proceedings.
Participation in hearings by video conference is a privilege, not a right, that may be denied by Judge Kimball at any time.
Although conducted using video conferencing technology, the hearing is a court proceeding. The formalities of the courtroom must be observed. All participants must dress appropriately, exercise civility, and otherwise conduct themselves in a manner consistent with the dignity of the court. Do not participate from a noisy environment, a vehicle (even if parked), or any other location that may pose a distraction for other participants. Judge Kimball may remove from the video conference any person who does not comply with this paragraph and may proceed with the hearing, including ruling, as though the removed person failed to attend.
If allowed to participate at a hearing by video conference, each person must register not later than 3:00 p.m. on the business day prior to the hearing using the following registration link unless a different registration link is provided in the appliable notice of hearing or by order:

PLEASE TAKE NOTICE: Except for matters set on less than one business day’s notice, if you do not register by 3:00 p.m. on the business day prior to the hearing, your registration may be revoked and you will not be permitted to appear by video conference. You may have little or no notice of the revocation of your registration. The hearing will not be continued. If you do not attend the hearing in person, any document you filed in connection with the hearing may be denied, overruled, or dismissed, for failure to prosecute. If you fail to register in a timely manner more than once, Judge Kimball may prohibit you from appearing by video conference for a period of 30 days or more. If circumstances beyond your control require you to register after 3:00 p.m. on the business day prior to the hearing, you must contact Judge Kimball’s courtroom deputy as soon as you register to ask that your registration not be revoked as late. There is no guaranty that a late registration will not be revoked even if you contact Judge Kimball’s courtroom deputy. In such circumstances, Judge Kimball strongly encourages you to attend the hearing in person.
Do not write letters to, e-mail, or call Judge Kimball or his law clerks regarding pending cases or proceedings. Bankruptcy Rule 9003 prohibits such ex parte communication with the Judge or his law clerks. Failure to comply with this rule may result in sanctions. Except in unusual circumstances, any written communication intended for Judge Kimball or his law clerks, or otherwise sent to the Court and identifying a case or proceeding, will be filed in the relevant docket and made part of the public record. Any such written communication may be set for hearing.
