PART I – THE SCHEDULE

SECTION A – SOLICITATION/CONTRACT FORM

A.1 Solicitation Information

The U.S. Bankruptcy Court, Southern District of Florida, is soliciting quotations from responsible and qualified contractors for the supply and installation of a new CAT6 structured cabling system at the following location:

This solicitation is intended to acquire commercial products and commercial services using applicable Federal Acquisition Regulation (FAR) procedures.

A.2 Contract Type

The Government intends to award a firm-fixed-price contract to the responsible quoter whose quotation conforms to the requirements of this solicitation and provides the best value to the Government in accordance with the stated evaluation factors.

The contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, testing, documentation, and incidental services necessary to complete the requirements of this solicitation.

The quoter shall include all costs necessary to provide a complete and operational system, including costs not separately identified in the schedule but reasonably necessary to perform the required work.

B.2 Pricing Requirements

The quoted price shall include, at a minimum:

  • Labor and supervision.
  • Materials and equipment.
  • Delivery and transportation.
  • Cable installation and termination.
  • Patch-panel installation and termination.
  • Data jack installation.
  • Patch-cord installation.
  • Cable management.
  • Testing and certification.
  • Cable and port labeling.
  • Documentation.
  • Cleanup and removal of contractor-generated debris.
  • Warranty.
  • All other costs necessary to complete the requirements of this RFQ.

The Government will not be responsible for costs or charges not expressly included in the contractor's firm-fixed-price quotation.


SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 Background

The U.S. Bankruptcy Court, Southern District of Florida, requires installation of a new CAT6 structured cabling system at the C. Clyde Atkins U.S. Courthouse in Miami, Florida.

The new cabling system will support three (3) courtrooms and will terminate in the existing IT equipment racks located in each courtroom IT closet.

C.2 General Scope

The contractor shall provide and install approximately 135 new CAT6 plenum-rated data cables, with an anticipated average cable length of approximately 200 feet per cable.

Approximately forty-five (45) cable runs will serve each of the three (3) courtrooms.

The contractor shall furnish and install a complete, tested, labeled, and operational CAT6 structured cabling system.

C.3 Detailed Requirements

The contractor shall:

  1. Provide and install approximately 135 CAT6 plenum-rated blue data cables.
  2. Provide approximately 45 cable runs for each of three (3) courtrooms.
  3. Route all cabling through the designated pathways and spaces provided for the installation.
  4. Utilize the existing equipment racks located in each courtroom IT closet.
  5. Provide and install one (1) 48-port CAT6 patch panel in each IT closet, for a total of three (3) patch panels.
  6. Provide and install CAT6 blue data jacks.
  7. Provide and install white, single-port, flush-mount faceplates.
  8. Provide and install one-foot (1') CAT6 blue patch cords for connection to the network switches.
  9. Properly terminate all cable runs at both ends.
  10. Properly dress and manage cables within the existing racks.
  11. Provide appropriate cable supports and cable management.
  12. Label both ends of every cable.
  13. Label associated data outlets and patch-panel ports.
  14. Test every installed cable.
  15. Provide test results and certification documentation to the Government.
  16. Correct any failed or non-conforming cable runs at no additional cost to the Government.
  17. Clean the work areas upon completion.
  18. Coordinate work activities with the Government to minimize disruption to courtroom operations.

C.4 Cabling Requirements

All installed horizontal cabling shall:

  • Be CAT6 rated.
  • Be plenum-rated.
  • Be blue in color.
  • Be suitable for the intended structured cabling application.
  • Be installed in accordance with applicable manufacturer requirements.
  • Be properly supported and secured.
  • Be installed without excessive tension, kinks, crushing, or other conditions that could adversely affect cable performance.

C.5 Standards and Codes

The contractor shall perform all work in accordance with applicable requirements, including, as applicable:

  • National Electrical Code (NEC).
  • Applicable local and state building codes.
  • Applicable fire/life-safety requirements.
  • Applicable EIA/TIA structured cabling standards.
  • Applicable manufacturer installation requirements.
  • Other applicable federal, state, and local requirements governing the work.

Where requirements conflict, the contractor shall notify the Government before proceeding.

C.6 Existing Infrastructure

Each courtroom IT closet contains an existing equipment rack that shall be used for the new patch-panel installation.

The contractor shall inspect existing conditions and coordinate the installation so that existing network equipment and other Government systems are protected from damage or disruption.

The contractor shall not disconnect, relocate, modify, or otherwise interfere with existing network equipment without prior Government authorization.

C.7 Customer-Furnished Items

The Government/customer will provide the following:

  • Conduits.
  • Sleeves.
  • Firestopping.
  • Wiremold.
  • Electrical boxes.

The contractor shall coordinate with the Government regarding installation and use of these items.

Any additional material required by the contractor to complete the work shall be identified in the quotation.

C.8 Cable Supports and Accessories

The contractor shall provide and install the specified cable supports and accessories identified in Section B.

Cable supports shall be installed in a manner that maintains appropriate cable bend radius and prevents damage to installed cabling.

C.9 Testing and Certification

The contractor shall test each installed CAT6 cable run following installation and termination.

Testing shall verify compliance with the applicable performance requirements for the installed CAT6 cabling system.

The contractor shall provide test documentation identifying each cable run and its test result.

Any cable failing the required test shall be repaired or replaced and retested at no additional cost to the Government.

C.10 Labeling

All cable runs shall be permanently and clearly labeled at both ends.

Patch-panel ports and corresponding data outlets shall have matching identification.

The final labeling scheme shall be coordinated with and approved by the Government.

C.11 As-Built Documentation

Upon completion, the contractor shall provide documentation identifying:

  • Cable identification numbers.
  • Corresponding patch-panel ports.
  • Corresponding data outlets.
  • Location of each cable run.
  • Test results.
  • Manufacturer/model information for major installed components.
  • Warranty information.

C.12 Workmanship

All work shall be performed in a professional and workmanlike manner by personnel experienced in structured cabling installation.

The completed installation shall be neat, organized, properly supported, clearly labeled, tested, and ready for use.


SECTION D – PACKAGING AND MARKING

All materials shall be packaged and handled in a manner that prevents damage during transportation, delivery, storage, and installation.

Contractor-furnished materials shall be new and unused unless otherwise approved in writing by the Government.

Materials shall be clearly identified and delivered to the designated Government location.


SECTION E – INSPECTION AND ACCEPTANCE

E.1 Inspection

The Government reserves the right to inspect materials and workmanship at any time during performance.

Inspection by the Government does not relieve the contractor of responsibility for compliance with the requirements of the contract.

E.2 Acceptance

Final acceptance shall be based upon satisfactory completion of all required work, including:

  • Installation of all required cabling and components.
  • Proper termination of all cable runs.
  • Successful testing of all installed cable runs.
  • Completion of required labeling.
  • Submission of test results and required documentation.
  • Completion of cleanup.
  • Correction of deficiencies identified by the Government.

The Government may require repair, replacement, or reperformance of nonconforming work at no additional cost.


SECTION F – DELIVERIES OR PERFORMANCE

F.1 Period of Performance

Period of Performance: TBD

The Government will establish the period of performance upon award.

The contractor shall provide a proposed installation schedule with its quotation, including the earliest available start date and estimated number of working days required to complete the project.

F.2 Courtroom Operations

Because work will occur in an active federal courthouse, the contractor shall coordinate scheduling with the Government.

The Government may establish specific work hours or restrict work during courtroom proceedings or other court activities.

The contractor shall comply with all courthouse security, access, safety, and operational requirements.

F.3 Schedule

The quotation shall identify:

  • Earliest available start date.
  • Estimated number of working days.
  • Estimated duration for each courtroom.
  • Estimated overall project completion timeframe.

The proposed schedule shall be subject to Government approval and coordination following award.

The contractor shall not rely upon verbal direction from unauthorized Government personnel that changes the scope, price, schedule, or terms of the contract.

Changes to the contract shall be made only by authorized Government personnel in accordance with applicable federal acquisition requirements.


SECTION H – SPECIAL CONTRACT REQUIREMENTS

H.1 Contractor Qualifications

The contractor shall demonstrate experience performing structured CAT6 cabling installations of similar size and complexity.

The Government may request information concerning relevant prior experience, qualifications, certifications, or references.

H.2 Warranty

The contractor shall provide a minimum five (5) year warranty covering:

  • Installed CAT6 cabling.
  • Patch panels.
  • Data jacks.
  • Patch cords.
  • Other contractor-furnished cabling hardware.
  • Installation workmanship.

The quotation shall identify all manufacturer warranties separately from the contractor's workmanship warranty.

Warranty documentation shall be provided to the Government upon completion.

H.3 Security and Building Access

All contractor personnel shall comply with applicable courthouse security requirements.

Access to the facility is subject to Government approval and applicable federal security procedures.

The contractor shall provide personnel information reasonably required by the Government for access and security purposes.

H.4 Protection of Government Property

The contractor shall protect existing Government property, network equipment, building systems, finishes, furnishings, and other infrastructure.

The contractor shall be responsible for damage caused by its personnel, subcontractors, or operations, subject to applicable contract terms.

H.5 Housekeeping

The contractor shall maintain a clean and orderly work area.

Upon completion, all contractor-generated debris, packaging, unused materials, and waste shall be removed from the work area unless otherwise directed by the Government.


PART II – CONTRACT CLAUSES

SECTION I – CONTRACT CLAUSES

The resulting contract shall incorporate applicable Federal Acquisition Regulation provisions and clauses required for the acquisition.

Where applicable to the acquisition, the solicitation/contract shall include the current versions of the appropriate commercial-products/commercial-services provisions and clauses, including:

  • FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services.
  • FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services.
  • Other FAR provisions and clauses applicable to the acquisition, dollar value, contract type, place of performance, and contractor status.

The contracting officer shall insert or incorporate the clauses applicable to the specific acquisition at the time the solicitation is issued.

I.1 Applicable Telecommunications Requirements

The contractor shall comply with applicable federal restrictions concerning covered telecommunications equipment and services.

Where applicable, the solicitation shall include FAR 52.204-26, Covered Telecommunications Equipment or Services—Representation, and any other required telecommunications-related provisions or clauses.

SECTION M – EVALUATION FACTORS FOR AWARD

M.1 Basis for Award

The Government intends to evaluate quotations in accordance with the evaluation factors stated below.

The Government may make award based on price and other factors, as identified in this section.

M.2 Evaluation Factors

The Government anticipates considering the following:

Factor 1 – Price

The Government will evaluate the total firm-fixed price for completeness, accuracy, and reasonableness.

The Government will consider whether the quoted price represents a fair and reasonable price for the required supplies and services.

Factor 2 – Technical Compliance

The Government will evaluate the extent to which the quotation demonstrates compliance with the requirements of the Statement of Work, including:

  • CAT6 plenum-rated blue cabling.
  • Required patch panels.
  • Required data jacks and faceplates.
  • Patch cords.
  • Installation methodology.
  • Testing.
  • Labeling.
  • Documentation.
  • Warranty.

Factor 3 – Relevant Experience

The Government may consider the quoter's demonstrated experience performing comparable structured cabling installations.

Factor 4 – Schedule

The Government may consider the proposed schedule, including the contractor's ability to complete the work within the Government's required timeframe while minimizing disruption to court operations.

Factor 5 – Warranty and Support

The Government may consider the scope and terms of the proposed five-year warranty and the contractor's ability to provide warranty support.

M.3 Best Value

The Government may make award to the responsible quoter whose quotation conforms to the solicitation and is determined to provide the best value to the Government based upon the stated evaluation factors.

The Government reserves the right to make award based on initial quotations without discussions, if permitted under the applicable acquisition procedures.

M.4 Price Reasonableness

The Government must determine that the proposed price is fair and reasonable prior to award.

The Government may consider competitive quotations, historical pricing, market research, published pricing, or other appropriate information when determining price reasonableness.
