CM/ECF New User Registration

The U.S. Bankruptcy Court for the Southern District of Florida sets forth requirements for attorney appearances in cases and proceedings before the court in the following local rules:

Pursuant to Local Rule 5005-4, an attorney appearing in a case in this district must complete court approved CM/ECF training to become a registered user and begin efiling documents in this court. The online CM/ECF training program (eTraining) consists of a series of Electronic Learning Modules (ELMs) which focuses on all aspects of bankruptcy and adversary case filing. The eTraining Program provides immediate, 24 hour access from your home or office computer and can be completed in a single sitting or over several days.

Minimum Requirements

The following minimum requirements are needed to register for eTraining and view the ELMs:

  • Internet Explorer 8.0 or later (do NOT use Google Chrome)
  • Flash Player 8.0 or later
  • Screen resolution of 1024 x 768 and 256 colors or greater
  • Sound card with speakers or headphones

Registration Process

There are 4 simple steps to complete the eTraining program and obtain your CM/ECF efiling credentials:

  1. Register and select the Category of Filing based on best fit for the efiling you will be doing in CM/ECF the majority of the time.
  2. Change your user password and login (Capture this for your records along with your user ID.)
  3. Complete the required ELMs for the Category of filing chosen. Each module must be passed with a score of 80% or higher.
  4. Once you have successfully passed the ELMs, request a LIVE login by finalizing and submitting the Registration Form.

If you are unable to submit the registration form, do the following:

  • Login to eTraining using the Internet Explorer browser
  • From Tools (in the browsers Main Menu), select Compatibility View Settings> Add our court url extension (uscourts.gov)

CLE Accreditation

The U.S. Bankruptcy Court Southern District of Florida has received accreditation as a Sponsor for the course titled CM/ECF for Attorneys. Users completing the coursework can submit their Course Attendance Credit to The Florida Bar for 5 CLE credit hours, which can be applied to the CLE credit hour requirements set forth in Local Rule 2090-1(A)(3).

Video Training Library

These Electronic Learning Modules (ELMs) provide the opportunity for immediate training on a particular task to be performed using CM/ECF.  It also provides a participant guide along with the ELMs.  We encourage limited filers, attorneys and any non-attorney support staff in your office involved in the electronic case filing process to take advantage of these online tutorials. Please revisit this area often as new ELMs will be added periodically.

CM/ECF Databases

Live

Access to the LIVE database is authorized only upon completion of the required training program. Once you receive your login and password, save the link [https://ecf.flsb.uscourts.gov/] on your internet browser. The database is independent of this website and can be accessed separately.

Training

This database is available for use to practice efiling before attempting to efile in the LIVE database. Contact the court's training team at CMECF_support@flsb.uscourts.gov to request access.

Universal

Attorneys with active CM/ECF logins in two or more of the Florida Bankruptcy Courts (FLMB, FLNB, and FLSB) who wish to reduce the number of logins and passwords they need to retain in order to electronically file may request a universal login. Use the link to the Universal Login Request Form to complete all areas of this form in order to be processed. Areas left blank or unanswered will result in either delay or possible rejection of the universal login request.

NextGen

Coming Soon! CM/ECF software upgrade to the Next Generation (NextGen) will include new functionality that will give you both PACER and electronic filing access from your PACER account through a single sign-on. The central sign-on will allow all users of the case management system to maintain one account across all courts (appellate, bankruptcy, and district) and sign in one time using NextGen to access all courts in which they have permission to efile.
