A debtor’s motion to avoid a lien on exempt property under 11 U.S.C. §522(f) and Bankruptcy Rule 4003(d), shall provide a full legal description of the property, and shall include as an exhibit a copy of the security agreement, judgment or other judicial paper giving rise to the lien and showing recordation information.  The motion shall be served on the affected parties in accordance with Bankruptcy Rule 7004, and pursuant to either Local Rules 9013-1(D)(3)(f) and (k) or Local Rule 9073-1, and a certificate of service shall be filed in accordance with Local Rule 2002-1(F).
